83 f350 tiltbed rollback tow truck

Hi I have an old ford flatbed tow truck. It is a 83 f350 for with a 6.9 diesel and 4 speed manual. Bought the truck from a tractor dealership two years ago and still have not got the title so no I do not have a title but really your buying the bed on the truck. It has a a 14 foot tiltbed on it and a hydraulic winch. Truck ran and I drove it home when I bought it two years ago but now we can get it to start. Got it to pop when we tried using starting fluid so I’m guessing the fuel is Algaeid up.
