1987 Chevrolet Step Van

I have a 1987 chevrolet step van with 98,000 miles. Tires (dually, so 6 tires) are great, all aluminum box (could be welded right onto,) 6.2 diesel. Has a new starter, batteries and fuel pump but I was told "the starter needs to be shimmed" and "It grinds when you turn it over" / It needs its starter aligned and installed despite the broken bolt hole before it can run. Pics included - offers and bids I’ve received for the fix have been from ~$100-300. Truck for 4400 obo. Great for a food truck, delivery / carpet truck, stealth camper, storage, etc. Thanks!
